Title Environmental Policy 1 – National Climate Policy in a Global Context
Description The goal of the Paris Agreement to limit global warming well below 2 °C can only be reached if countries commit to and adopt ambitious mitigation measures. However, we often witness a gap between what countries publicly promise to the international community in their Nationally Determined Contributions (NDCs) and what concrete climate policies they adopt domestically. This class aims to quantify (measure) and qualify (explain) this gap. To do so, we work with a novel concept – vertical climate policy harmonization – striving to understand how socio-economic (e.g., GDP, energy mix, or resources), geographic (e.g. vulnerability), and above all political factors (e.g., climate delegations or domestic actor constellations) drive the potential mismatch between the NDCs and national policies. The key objective of the course is to understand the important intersection between international and domestic political dynamics.

The class is divided into three main modules. The first module introduces you to international and national climate policy and politics in order to gain a basic understanding of the policy field. For this purpose, we study some important key concepts and terms (e.g., CDBR), the cornerstones of the international climate negotiations since their beginning, and take a paradigmatic look at Switzerland’s climate policy and politics.
In the second module, students prepare in-depth profiles of pre-selected countries and present them in class. In the final module, we attempt to comprehend and reflect on the potential socio-economic and political determinants of mitigating CC across the case studies and discuss our findings in the light of relevant political science theories. As a final term paper, students are asked to measure and explain the mismatch between their country’s NDCs and national policies based on a pre-defined coding-framework, which they will apply to their case country and the theories taught in class.
