Title Public Sector Management, Reforms, and Innovation – Comparing the Botswana and Swiss Contexts
Description In this virtual exchange seminar, students from the University of Botswana and the University of Bern – connected via a video conferencing tool – will jointly learn the principles and frameworks of organizational change in the scope and management of public organizations. The course focuses on how reforms and innovations can be successfully developed and implemented in a public sector context. The students will take the perspective of an analyst, designer, and manager of a strategic change program. The overarching goal is to learn to conceptualize and design public sector reform and change challenges in a systematic way that acknowledges and addresses the specific context of public organizations in different national settings. Emphasis will be put on the following topics:
• Understanding the need for innovation and reforms from bureaucracy to public management and market-based forms of public management towards public value governance
• Exploring different perspectives on organizational change processes and adopting them to a public sector context
• Identifying the role of relationships between politics and administration in different administrative traditions by comparing public organizational change processes in Botswana and Switzerland
• Disclosing the aspect of attitudes towards reforms and innovation in different cultural contexts by comparing the nature of Botswana and Swiss public organizations.

*** Please note:
• As a new learning format in PMP, the block seminar sessions run from September to November (details below).
• As to account for the schedule of our Botswana participants as well as for a CEST-CET change, we ask you to earmark 16-20h in your calendar. Sessions, however, will not last longer than 3 hours max.
• Due to didactical reasons, technological constraints, and group dynamics in an online setting, the enrollment is strictly limited to -15- participants from each university.
